The song was submitted to replace 200 Balloons in the Batman movie, during The Joker's balloon parade (Baby I'm A Star had initially been used by the filmmakers to suggest what they wanted), and the filmmakers thought it worked better in the scene than the previously-submitted song, so it was included in the movie and on the album.
