A video treatment was written by Kim Basinger (who also worked on a script for the Graffiti Bridge film in 1989).
Scandalous, shot in late 1989 in Los Angeles, California and directed by Craig Rice, features Prince singing and dancing in front of a microphone stand, with an all black background. He is wearing the same outfit as seen on Scandalous! single cover art.
