Thirteen And ¼ was released on the 12" single of 13, the second and final single from Madhouse’s second and final album 16. It was written and produced by Prince (credited only to Madhouse), with saxophone and musical input by Eric Leeds.

While specific recording dates are not known, basic tracking took place in the last day of July or the first few days of August 1987 at Paisley Park Studios in Chanhassen, Minnesota (during a week of sessions for the 16 album); it is likely that the title was assigned only after it was assigned to be included on the 13 single. Other than the similarity in numbering, in music style and a sample of its remix, Thirteen And ¼ is not related musically to the single a-side and album track Thirteen.
